Malta is a small, open EU-member island economy in the central Mediterranean whose nominal GDP reached approximately $24.97 billion in 2024, making it one of the smallest but fastest-growing economies in the eurozone. The economy is heavily services-oriented, with tourism, financial services, iGaming and remote gaming, and digital/tech sectors accounting for the vast majority of output; manufacturing (including pharmaceuticals and electronics) and real estate contribute smaller but meaningful shares. Malta recorded real GDP growth of 6.8% in 2024 and continued strong expansion in 2025, consistently outperforming most eurozone peers over the past decade. The Malta Stock Exchange (MSE) is a small frontier-market bourse dominated by local banking, property, and corporate-bond listings, with limited equity market capitalisation relative to GDP. English is an official language, and Malta's EU membership, Schengen Area participation, and stable regulatory framework underpin its attractiveness as a business and relocation hub.

The Malta Stock Exchange is a small, illiquid frontier market. Domestic trading is conducted through licensed stockbrokers and investment service providers regulated by the Malta Financial Services Authority (MFSA). The largest local brokerages include Rizzo Farrugia & Co. (Stockbrokers) Ltd. and Calamatta Cuschieri Investment Services Ltd. International retail investors face limited direct access and low trading volumes; there are no Malta-dedicated US-listed ETFs and no Maltese equity ADRs on US exchanges. The MSE equity segment lists approximately 24 companies; the exchange is more notable for its corporate-bond market, which is heavily utilised by Maltese SMEs and corporates. Prospective investors should be aware of currency risk (EUR/USD), very thin secondary-market liquidity, and the absence of derivatives or short-selling infrastructure.

Malta operates the Malta Permanent Residence Programme (MPRP), a Golden Visa scheme for non-EU/EEA nationals. Applicants must purchase qualifying residential property (minimum €375,000 in Malta/Gozo, or €300,000 in South Malta/Gozo under updated thresholds) or rent (minimum €14,000/year), make a government contribution of €37,000 (or €60,000 if renting under 2025 fee structure), and donate €2,000 to a registered Maltese NGO. Applicants must demonstrate capital assets of at least €500,000 (with €150,000 in financial assets) and hold EU-wide health insurance. Successful applicants and their families (including spouse, dependent children, parents, and grandparents up to four generations) receive permanent residency in Malta with Schengen Area visa-free travel for 90 days in any 180-day period; no minimum physical stay requirement applies after the initial period. Malta's Citizenship by Investment (MEIN) programme was struck down by the European Court of Justice on 29 April 2025 as incompatible with EU law and has been discontinued. A merit-based naturalisation route (Citizenship by Merit) exists under Article 10(9) of the Maltese Citizenship Act (Cap. 188) for individuals making exceptional contributions to Malta or humanity, but it carries no fixed financial threshold and is granted at ministerial discretion following rigorous due diligence.

Malta is an EU and Schengen member with English as an official language, making integration straightforward for international residents. The country offers a Mediterranean climate, a remittance-based tax system under which foreign-sourced income not remitted to Malta is not subject to Maltese income tax, and no inheritance, wealth, or property taxes. Healthcare is provided through both public and private systems. Cost of living is moderate relative to Western Europe. The MPRP Golden Visa does not require applicants to physically reside in Malta to maintain their permanent residency status, with only 7 days in the first year and 14 days per subsequent 2-year period recommended.
