Direct BVB access for retail investors is best achieved through Romanian-licensed ASF brokers: Tradeville (largest retail platform, RON-native, full tax reporting), BT Capital Partners (Banca Transilvania subsidiary), Investimental, and BRD Invest. Interactive Brokers, Saxo Bank, and XTB are available to Romanian residents for international markets but do not support direct BVB order routing. International investors can access Romanian blue chips via OTC quotations on US Pink Sheets for a handful of stocks or through frontier/EM-focused international brokers with BVB connectivity.

Investment visa / residency programme

Grants Temporary residency, renewable (5 years); path to permanent residency and citizenship

Romania passed draft legislation in 2025 proposing a residency-by-investment programme requiring a minimum investment of EUR 400,000 in one of four eligible asset classes: Romanian government bonds with a minimum five-year maturity; residential or commercial real estate; units in FSA-authorised investment funds; or shares in Romanian-listed companies. The proposed permit would be issued for five years and is renewable, with no minimum annual stay requirement. After five years, holders may apply for permanent residency, and thereafter may pursue Romanian citizenship under Law no. 21/1991. The programme was in the legislative drafting and parliamentary approval process as of late 2025 and had not yet entered into force.

Foreign-investor access

Romania is an EU member state and imposes no restrictions on EU/EEA citizens acquiring property or investing. Non-EU nationals may purchase real estate subject to reciprocity rules and some restrictions on agricultural land. Foreign investors can access the BVB through local Romanian brokers (Tradeville, BT Capital Partners, BRD Invest, Investimental) or through select international platforms; note that Interactive Brokers does not support direct BVB trading. Romanian capital gains on BVB-listed shares are taxed at 1% for holdings over one year and 3% for holdings under one year; gains on foreign-listed securities are taxed at 8% for residents. Local brokers auto-withhold and report Romanian taxes; foreign broker gains must be declared annually via the declaratia unica filing with ANAF by 25 May for the prior tax year.
